The United Kingdom and the United States have agreed to a key commercial pact that will preserve zero duties on British drug products going into the American market.

The Terms of the Deal

Under the terms of the agreement, the UK has agreed to boost spending on pharmaceuticals through the National Health Service (NHS). This move secures that import taxes on these crucial goods will stay at nothing for a period of the next three years.

This deal is in response to previous statements to significantly raise tariffs on patented pharmaceutical imports, with increases discussed reaching one hundred percent.

"This agreement between the UK bolsters the worldwide climate for cutting-edge drugs and establishes much-needed fairness to American-British drug exports," an announcement said.

Economic Impact

Drugs constitute one of the Britain's biggest export categories to the United States, which is easily the biggest buyer for major companies like GSK and AstraZeneca.

Trade data reveal that in the one-year period leading up to last September, the UK shipped pharmaceutical products valued at £11.1bn to the US. This figure made up 17.4% of British export trade in that span.

"This deal protects jobs, increases investment and sets the stage for the UK to become a global hub for medical research," the Business and Trade Secretary stated.

Detailed NHS Changes

The pact includes several key changes from the United Kingdom:

  • Revised Affordability Limit: The UK will lift the affordability limit at which it deems new medicines to be prohibitively costly by a quarter.
  • Increased NHS Spending: There is a aim to increase total NHS spending on medicines from 0.3% of the national economy to 0.6 percent over the next decade.
  • Payback Limit: The sum manufacturers must return to the NHS to stay within budget will be capped at 15%. Last year, rebates exceeded 20%.

Industry Background

The pact comes amid a long-running dispute between the sector and the ministers over medicine costs and regulatory access.

This friction were intensified by claims that US consumers were charged significantly more for the equivalent treatments than consumers in the UK and Europe.

Over the last 18 months, several large drug company projects in the UK have been paused or cancelled, while major investments have been announced toward projects in the United States.

The Science Minister stated that the NHS needed to spend more on drugs, noting that its budget allocation on drugs had declined as a percentage of its total funding over the last ten years.
